As the Supervisor for Brcko, I herein issue the following Order in accordance with my authority under the Award on the Interim International Supervision in the Brcko Area of February 14, 1997, and pursuant to my Order on Multi-Ethnic Police in the RS Municipality of Brcko of October 13, 1997:
- As discussed with the Republika Srpska authorities, a total of 230 police shall operate in the Supervision area. This figure of 230 shall apply to all personnel operating within the Supervision area who carry out police functions, or who have law enforcement powers, irrespective of whether they are called police, in accordance with paragraph four of the “Principles of Police Restructuring in the Republika Srpska” of September 16, 1997.
- The composition of the police force, based on the composition of the population as reflected in the voters’ registry and results of the municipal elections of September 13 and 14, 1997, shall be 52.2 percent Serb (120 police), 39.1 percent Bosniak (90 police) and 8.7 percent Croat (20 police).
- As stated in paragraph four of the Order on Multi-Ethnic Police in the RS Municipality of Brcko of October 13, 1997, the Police Chief and his/her Deputies shall produce, in cooperation with and the consent of UN/IPTF, a staffing plan for the Brcko police no later than 30 days after their appointment. This staffing plan shall include the manner in which the 230 police personnel will be deployed in the Supervision area, including but not restricted to the Uniform, Traffic, Investigative, Border Police personnel, and the police personnel within the Public Security Center Headquarters if it remains in the Supervision area after December 31, 1997.
- As discussed with the Republika Srpska authorities, all citizens of Bosnia and Herzegovina, of eighteen years of age or older, are eligible to apply to become members of the RS Municipality of Brcko police, and shall do so according to the guidelines and procedures provided in the “Principles of Police Restructuring in the Republika Srpska” of September 16, 1997. All applicants who have been certified by UN/IPTF in accordance with those guidelines and procedures, shall form the pool of candidates from which the Police Chief and his/her Deputies shall select the Brcko police force. The Police Chief and his/her Deputies shall determine the guidelines for this selection process, in cooperation with and the consent of UN/IPTF.
